Our mission
The Horn of Africa Institute is an independent research and policy organization based in Washington, DC. Its mission is to produce rigorous analysis, inform public decisions, and advance policies that support peace, capable institutions, shared prosperity, and resilience across the Horn of Africa.
The Institute approaches the region as an interconnected political, economic, environmental, and security system. National institutions remain central to policy, while conflict, trade, displacement, climate shocks, water systems, technology, and external engagement routinely cross borders. Our research reflects both levels of analysis.
Our contribution
The Institute brings regional knowledge into sustained conversation with policy research, technical analysis, and strategic foresight. We examine how public problems develop, how institutions respond, which interventions remain feasible, and what consequences different choices may produce.
Our purpose is to improve the quality of policy reasoning. We identify assumptions, assess evidence, compare alternatives, and communicate uncertainty clearly. This approach supports decisionmakers while preserving the independence required for credible analysis.
